Department: Housing Services
Rate: £25-30p/h Inside IR35 depending on experience
Location: 6 Knowsley Place, Bury Council
Hours: 37 hours per week
Contract Type: 3 month rolling contract
About the Role
Bury Council is seeking to appoint a highly motivated and experienced Stock Condition Surveyor to join our Planning and Asset Management team within Housing Services. This key role is responsible for delivering high-quality stock condition surveys and supporting the development of strategic asset management plans that ensure the long-term sustainability, safety, and quality of our housing stock.

Key Responsibilities
·Lead and coordinate the implementation of a rolling five-year programme of stock condition surveys, prioritising properties based on condition, inspection history, and strategic asset management considerations.
·Undertake inspections and assessments of Council-owned housing to determine the age, condition, and future maintenance requirements of building components.
·Issue works orders where urgent repairs are identified and ensure prompt action is taken.
·Work collaboratively across departments to ensure the consistent and efficient collection, management, and reporting of stock condition data.
·Populate and maintain the Council's stock condition database in a timely and accurate manner.
·Undertake feasibility assessments and support the planning of cyclical maintenance, capital refurbishment programmes, and other asset management initiatives.
·Assist with contract management, site supervision, and the delivery of planned maintenance works to ensure quality, compliance, and value for money.
·Represent the Council in meetings with external contractors, consultants, and stakeholder groups.
Essential Requirements
·GCSEs in English and Maths (or equivalent).
·HNC or equivalent in Building Studies or a related discipline.
·In-depth knowledge of building construction, defects, repairs, and maintenance practices.
·Understanding of relevant legislation, including health and safety, housing standards, and asset management frameworks.
·Experience in conducting housing surveys, preparing technical reports/specifications, and analysing condition data.
·Proficiency in IT systems for data capture, analysis, and reporting.
·Strong communication and organisational skills, with the ability to manage time and priorities effectively.
Desirable Qualifications and Experience
·Accredited qualifications in Asbestos Surveying, Domestic Energy Assessment, or Damp Assessment.
·Experience working within the public housing sector or for a local authority.
·Familiarity with contract administration procedures and quality assurance processes.
·Ability to conduct specialist damp surveys and recommend remedial actions.
