Highway Supervisor
(Reactive Maintenance)
Reporting To: Contractors Plan Manager
Responsible For: Overseeing county-wide road marking operations, managing teams, ensuring quality, and enforcing safety protocols to maintain safe highways. This involves supervising operations to ensure roads are marked effectively and safely while maintaining efficient resource utilization and compliance with all relevant regulations.
Job Purpose:
Plan, manage, and deliver works to ensure quality standards and accurate cost/value collection. Ensure all processes run smoothly, consistently meeting both organizational goals and public safety expectations.
Key Responsibilities:
·Workstream Planning and Delivery:
oDevelop and implement detailed plans for workstreams to ensure timely completion within contract specifications.
oMonitor progress to meet key milestones and adjust resources as needed to maintain efficiency.
·Resource Management:
oEnsure the availability of all necessary resources, including Traffic Management (TM), equipment, materials, and labor.
oProactively identify potential shortages or issues and implement solutions promptly.
·Quality Assurance:
oConduct regular audits to ensure all works meet high-quality standards and are compliant with Streetworks Permits.
oAddress any non-compliance issues immediately, ensuring corrective actions are implemented effectively.
·Operative Oversight:
oAssess and verify the competency of all operatives to ensure tasks are executed safely and effectively.
oMonitor and review team performance, providing feedback and training where necessary to improve efficiency and skill levels.
·Cost Management:
oAllocate job costs accurately on a daily basis to maintain financial accuracy and transparency.
oWork with finance teams to ensure alignment with budgets and overall financial targets.
·Stakeholder Collaboration:
oCollaborate closely with Highway Inspectors and subcontractor teams to address local asset concerns and public feedback.
oMaintain open communication with stakeholders to support effective decision-making and program adjustments.
·Team Leadership:
oPromote a positive work environment, fostering team morale and encouraging collaboration among operatives.
oMaintain regular contact and visibility across day and night shifts to ensure consistent communication and oversight.
·Emergency and Seasonal Services:
oParticipate in winter maintenance programs and respond promptly to emergency service needs to maintain public safety during adverse conditions.
Required Competencies:
·Recognized qualifications (e.g., ONC, City & Guilds, NVQ, NRSWA Supervisor accreditation).
·Comprehensive knowledge of the Traffic Management Act (TMA) and its application in safety, quality, and environmental practices.
·Proven experience in operational delivery and efficient resource management in the highways or civil engineering sector.
·Expertise in cost management systems and delivering within budgetary constraints.

Performance Metrics:
·Quality and Compliance:
oDeliver works on time and to specified quality standards, minimizing penalties such as permitting Fixed Penalty Notices (FPNs), Cat A failures, and audit fines.
·Productivity and Accuracy:
oAchieve high productivity levels for managed teams, with accurate cost tracking through relevant systems.
·Safety Records:
oMaintain zero incidents of Lost Time Injury Frequency Rate (LITFR) and service strikes.
·Managerial Feedback:
oReceive positive feedback from managers, performance reviews, and stakeholders.
·Audits:
oComplete at least four safety audits per month to uphold workplace safety and quality standards.
Service Standards:
·Act with integrity, demonstrating resilience and professionalism in all tasks.
·Support colleagues actively, promoting a collaborative and supportive work environment.
·Consistently meet or exceed agreed service levels and deadlines.
·Represent the organization positively, maintaining professionalism and a proactive attitude in all interactions.

·A full UK driving license is required, with a willingness to travel as needed.
