Job description
We are actively recruiting an experienced and strategic Housing Supply Lead, to lead the delivery of our clients Temporary Accommodation and Housing Supply Strategy, with a key focus on commissioning, procurement, and the development of sustainable housing solutions for homeless households.
This is a high-impact position offering a blend of operational oversight and strategic influence - ideal for a senior housing professional with a strong background in procurement, contract management, and market development.
The Role
·Lead the development and implementation of the authority's Temporary Accommodation Commissioning Strategy, delivering value for money and measurable outcomes for vulnerable residents.
·Oversee a portfolio of contracts and procure a wide range of temporary and settled accommodation solutions across the private sector.
·Deliver innovation in housing supply, including negotiating with landlords, developers, trust funds, and agencies to secure long-term housing stock.
·Manage and grow a housing supply team, providing leadership, motivation, and performance oversight.
·Lead the end-to-end commissioning cycle - from needs analysis to procurement, contract management, and performance review.
·Monitor, manage, and report on procurement budgets, including the use of the Homeless Prevention Grant.
·Ensure quality assurance and compliance across all housing supply activities, including property standards, legal requirements, and safeguarding responsibilities.
·Represent the council in multi-agency partnerships and forums to drive service improvements and increase supply pipelines.
Key Requirements
·Senior-level experience in housing commissioning, procurement, or supply management, ideally within local government or a registered provider.
·Strong understanding of homelessness legislation (Housing Act 1996 Part VII, Homelessness Reduction Act 2017) and the housing needs of vulnerable households.
·Proven experience of securing and managing large-scale contracts for temporary and settled accommodation.
·Strong commercial acumen with the ability to negotiate contracts, manage providers, and oversee property acquisition programmes.
·Skilled in strategic planning, budget control, risk management, and stakeholder engagement.
·Excellent leadership skills with experience managing multidisciplinary teams and service transformation projects.
·Confident presenting to senior stakeholders, including elected members and executive teams.
·A degree or equivalent professional qualification in a relevant field.
