Highways Maintenance Supervisor

Reporting directly to an Area Manager the role involves managing the delivery of the planned and reactive works within their discipline/area and ensuring that the challenges and priorities of the service are met.

The role involves putting operatives to work safely and ensuring that all operational elements are delivered in accordance with the relevant standards and strategies and policies of the service and Council.  Excellent communication and interpersonal skills will be necessary to ensure that all matters are dealt with in a courteous and helpful manner and customers are made fully aware of the services and standards the Council.

Duties and Responsibilities:
·The post holder will be responsible for the day to day management of the operatives and supply chain to ensure all health, safety and sustainability requirements are met.
·Deliver regular Toolbox Talks to all operatives, and maintain records, to ensure operatives are aware of health & safety policies, procedures, risk assessments and method statement.
·Deliver daily briefings (5-minute chats) to operatives on key aspects of work for the day.
·Carry out Site Inductions and Check on all significant works, prior to start of works, to ensure all procedures, risk assessments, method statements, competency requirement are complied with by operatives and supply chain.
·To work closely with Local Area Technicians and Area Schedulers to develop and maintain a forward programme of work for all planned maintenance activities and monitor adherence to programme.
·Encourage, monitor and police the use of handheld devices by the operational staff to accurately record work activities.  To actively monitor the use of handheld devices, check the location and productivity of operational staff throughout the day.
·To actively check the accuracy of data recorded through tablets including items such as vehicle usage, vehicles/materials, Waste Transfer Notes and resources against works orders etc.
·To inspect, supervise and monitor day to day works on the highway and provide efficient and rapid assistance, in the maintenance and management of a safe and efficient network.  
·To issue on site instructions and maintain all relevant records and ensure that works are carried out to agreed methods and to the required quality and time. The post holder will undertake daily site checks and record findings as required.
·To engage and build working relationships with operatives, supply chain, customers and key stakeholders.
·To carry out supervision of operational resources undertaking a range of highway maintenance works and ensure that works are carried out to agreed quality standards and methods and that operational procedures are adhered to.
·To monitor supply chain and build relationship with their supervisors and ensure operatives are consistent and have required training / competencies.
·Liaise with scheme designers with potential maintenance issues and ensuring workable solutions are identified.
·Raise Purchase Orders Requisitions for materials, plant and equipment and manage the provision of resources required to deliver works.
·Monitor suitability and compliance of vehicles, plant and equipment and its use to ensure in line with safe working practices, policies and procedures
·To assist in maintaining a comprehensive record keeping system that will provide information for maintaining or improving the highway network in the future
·Responsible for personal intervention and instruction of immediate response where imminent and significant dangers are identified.
·To assist with the identification of works for the future programmes as appropriate.
·Provide a speedy and courteous response to requests for information and service requests.
·Attendance as required at Court Hearings to represent the Council as a professional witness in respect of claims against the Council as required
 
Previous experience in Highways is essential for this role.
